The HUD Occupancy Handbook outlines the occupancy requirements and procedures of HUD-subsidized housing programs. It also describes the application procedures and the responsibilities of the landlord and the tenants of the affordable units.
In order to deliver affordable housing resources to people who need it, HUD offers a standard procedure to ensure a fair selection of eligible applicants.
However, the handbook does NOT supersede any Contract Administrators or owner’s right, obligations or requirement. Also, the property may be assisted under multiple programs and multiple sets of requirements, and not all requirements apply to all properties or tenants in this book.
Therefore, tenant and owner should contact the Office of Multifamily Housing Staff in the corresponding local HUD Field Office for an area for information regarding this handbook.
Furthermore, owners of state agency financed properties are subject to additional state agency requirements in addition to HUD requirement covered in this handbook.
